在确保完成机车牵引任务的前提下,如何做好节支降耗挖潜工作,如何保证机车质量,划小核算单元是有效管控检修成本的重要手段。具体实施过程中,以预算工作量及检修定额指标为依据,建立健全段、车间、班组3级成本管控体系,逐级细化分解预算指标,实施日常动态考核与专项考核相结合的奖惩机制,自上而下明确成本管控责任,强化检修生产过程管理,全面落实机车检修成本精细化控制目标。
Under the premise of ensuring the completion of the locomotive traction task, how to do a good job of saving expenses and tapping the potential and how to ensure the quality of locomotives, and planning a small accounting unit is an important means of effectively controlling and overhauling maintenance costs. In the specific implementation process, based on the budget workload and maintenance quota indicators, a 3-level cost management and control system for sections, workshops and teams was established to refine the budget indicators step by step and a reward and punishment mechanism combining daily dynamic assessment with special assessment was implemented. Clarify the responsibilities of cost management and control from the top to the bottom, intensify the management of overhaul production process, and fully implement the fine control of locomotive maintenance cost.
