编制调整后,基层干部队伍的素质状况如何?与落实新《纲要》的要求有哪些差距?怎样尽快帮助他们挖掘潜力、提高能力?为了拉直这些问号,我们进行了1000名连队主官、1000名连队副职及排(班)长的大调查。分析调查的情况,我们觉得通过编制调整,基层干部队伍的整体结构趋于合理,素质得到优化。营、连班子的平均年龄下降,大专以上文化程度和经院校培训的比例上升。部队普遍反映,目前基层干部基本素质好,工作热情高,发展潜力大。尤其是营的班子比较整齐,营主官素质普遍较好;排长队伍随着院校招收班长、保送生数量的增加和士兵提干的补充,质量互补效应所体现的整
After preparing and adjusting, what are the quality conditions of grassroots cadres? What is the gap between implementing the new “Outline” and how to help them to tap potentials and enhancing their capabilities? To straighten out these question marks, we conducted 1000 company commanders, 1000 Name Company deputy and row (class) long investigation. Analyzed the situation of the investigation, we think that the overall structure of the ranks of grassroots cadres tends to be reasonable and their qualifications are optimized through the preparation and adjustment.
