[目的]了解和分析台江区饮食服务行业存在的问题及原因,讨论卫生执法的经验及影响卫生执法的因素,掌握卫生监督工作的规律和监督重点,为今后制定政策方针提供依据及建立有效的卫生执法监督体系,提高卫生行政监管能力和水平。[方法]对台江区2006~2007年饮食服务行业的126起食品卫生行政处罚案例进行调查统计分析。[结果]违法发生率较高的主要是生产加工业及饮食业,违反《食品卫生法》第八条占比例最大(44.28%),第2季度是案例高发季节(50.79%);在监督执法方面,相同案例的处罚力度存在较大差别。[结论]建议加强对食品服务行业的从业人员进行《食品卫生法》教育,同时加强卫生执法人员的执法培训,提高执法质量。
[Objective] To understand and analyze the existing problems and causes of diet service industry in Taijiang District, discuss the experience of health enforcement and the factors that affect health law enforcement, master the regularity and supervision of health supervision work, provide the basis for future policy formulation and establish effective Health law enforcement and supervision system to improve health administrative supervision ability and level. [Method] A total of 126 cases of food hygiene administrative sanctions in the catering service industry in Taijiang District from 2006 to 2007 were investigated and statistically analyzed. [Results] The higher incidence of illegal activities was mainly in the production, processing and catering industries. Article 8 of the Food Sanitation Law violated the highest proportion (44.28%), the second quarter was the season with high incidence (50.79%), and the supervision and enforcement of law enforcement , The punishment of the same case there is a big difference. [Conclusions] It is suggested to strengthen the education of Food Hygiene Law to practitioners in the food service industry, at the same time to strengthen law enforcement training of health law enforcement officers and improve the quality of law enforcement.
