当加油难现象发生时,人们往往抱怨的是中石油、中石化等企业。在人们眼中,加油难及柴油荒现象,与现有的石油价格机制等脱不开干系。然而,除去体制外的因素,不管人们正视与否,加油难现象与石油的储存能量有着直接关联。据测算,按已探明能源储量和可开采年限计算:世界石油储量为10195亿桶,可开采43年。在这样一个大背景下,石油荒已是一个不争的事实,关于石油价格机制的争端因而也变得似乎意义不大。人们更应该关心的是,如何从长远来缓解加油难?而江西,在这一方面有了怎样的实践?
