新老干部的合作与交替是中国共产党建设中一个重大问题。近几年来,中国共产党有计划、有步骤地解决这个问题,取得重要进展。这里所说的重要进展,包括第三梯队的建设。中国要实现建设社会主义现代化强国的宏伟目标,重要的条件是要拥有一支同这一目标相适应的各级领导干部队伍。中共中央在抓紧解决历史遗留的党政领导干部队伍年龄偏大、文化偏低的问题,努力实现干部队伍的革命化、年轻化、知识化、专业化建设的过程中,提出了建设第三梯队的任务。
