在发展市场经济和用工、分配制度作了一系列改革的新形势下,90年代职工教育趋向社会化,其表现为:1.富余人员的分流,要求职工教育走向社会。企业分流的人员,一是开辟第三产业,一是输向其它行业。要求职工教育应着眼于社会,走向社会办学的道路。2.多种经济成分的发展,要求提供社会性的职工教育。多种经济成分企业的职工,对其进行教育,是职工教育不可推卸的责任,但这些企业大都不能建立自己的职工教育机构,因而建立社会性的职工教育体
