国资委新修订的《中央企业负责人经营业绩考核暂行办法》自2007年1月1日起正式施行,在《暂行办法》中要求各中央企业要把业绩考核作为加强管理的重要手段,大力推动管理创新,完善价值创造机制,提出从第二个任期2007年度开始,将大力引导企业不断增强资本成本和价值创造的理念,鼓励企业使用经济增加值指标进行业绩考核,计划从第三个任期2010年度开始,在中央企业全面引入经济增加值考核。
