最近,中国科协组人部印发《中国科协领导干部诫勉制度》(试行)。实行诫勉制度主要是对领导干部存在的明显履行职责不力和不规范行为进行警示。该制度规定了诫勉范围、诫勉原则、诫勉对象的确定和诫勉程序等。按照干部管理权限,诫勉范围为机关担任副处级以上领导职务的干部和事业单位领导班子成员。在诫勉工作中要坚持以正面教育为主,以预防为主,以事前教育为主,重在对干部的行为进行约束、规范、提醒,达到教育干部的目的。

The system lays down the scope of admonition, the principle of admonition, the establishment of admonitions and admonition programs. In accordance with the cadre management authority, the scope of admonishing encouragement as the agency as a deputy director at or above the leadership positions of cadres and institutions leading group members. In the work of admonishing encouragement, we must adhere to the principle of positive education, prevention as the mainstay, and pre-education as the mainstay. We should stress on disciplining the behavior of cadres and regulating and reminding them to achieve the goal of educating cadres.
