近年来,北京出入境检验检疫局认真贯彻国家质检总局提出的:“科技兴检”方针,在党组一班人的带领之下,科技工作发生了日新月异的变化。在短短的几年时间里,科技工作从一个重大项目都没有,发展到了主持和参与国家级科研课题22项、全国质检系统科研课题41项:在疯牛病、禽流感、艾滋病、植物疫病等检测技术研究,非典疫苗、口岸通关和检验装备研制,电子报检、电子监管等技术应用领域更是取得了突出成绩,不仅在全国检验检疫系统处于先进水平,有些成果还处于世界领先水平:2001年5月,率先建立了质检系统内第一个疯牛病检测实验室;2002年1月,首次在首都机场入境旅客通道设置检疫犬“哨卡”,开创了全国实施检疫大检疫的先河;2002年12月,对传统的木质包装溴甲烷熏蒸方法进行改革,研制出了真空循环熏蒸方法,成为全国质检系统第一家自发研制并使用环保型熏蒸设备的单位;2005月26日,该科研项目荣获北京市科学技术三等奖;2002年12月19日,在全国率先建立禽流感、新城疫病毒荧光RT-PCR检测方法,将检测时间从传统的21天缩短为4小时;2004年防治禽流感期间,该科研成果被科技部指定为首批向全国推广的22项防治技术之一。目前利用该技术生产的试剂盒已在全国直属出入境检验检疫局、24个出口大型养殖企业及7个省、地级兽医站得到应用,累计已超过检测120多万份,支持出口创汇3亿美元以上。该技术获得了农业部颁发的Ⅰ类新兽药证书,被科技部总体专家组评定为国家十五攻关课题标志性成果。根据该技术,北京出入境检验检疲局制定并通过了4项国家标准。 In recent years, Beijing Exit Inspection and Quarantine Bureau conscientiously implemented by the SAQSIQ: “rejuvenation of science and technology” approach, under the leadership of the party group and a team of people, science and technology work has undergone rapid changes. Not only are the inspection and quarantine systems in the country at an advanced level, but some of the achievements are still at the leading level in the world: 2001 In May of the same year, the first mad cow disease testing laboratory in the quality inspection system was established. In January 2002, the quarantine dog “checkpoint” was set up for the first time at the passenger terminal of the Capital Airport, setting a precedent for the implementation of the quarantine inspection in 2002. In December, the traditional method of reforming methyl bromide fumigation was developed and a vacuum circulation fumigation method was developed. It became the first unit of the national quality inspection system to develop and use environment-friendly fumigation equipment. On December 26, 2005, the scientific research project won Beijing Science and Technology Third Prize; December 19, 2002, the first in the country to establish a bird flu, Newcastle disease virus fluorescent RT-PCR testing side , The detection time from the traditional 21 days 4 hours; during the 2004 bird flu prevention and control, the Ministry of Science and scientific research was designated as one of the first batch of 22 control techniques to promote the country.
