让广大职工充分行使民主权利,积极参政议政,这是启动企业内部活力的关键。当前,在企业民主管理问題上,许多单位存在着形式主义的倾向。要解决这个问题,必须从两个方面入手:一是领导者要提高民主意识,弄清为什么让职工参与企业管理,如何从制度上保证职工当家作主的地位;职工也要增强参与意识,知道自己有哪些权利,又如何正确地行使这些权利。而目的要归一,即如何搞好企业,发展生产,改善生活。
