死刑是残忍的、非人道的,为了保护人类的尊严废除死刑是必要的。死刑废除已成为一个全球普遍关注的问题。越来越多的国家意识到国家实行死刑是对人类尊严和基本人权的践踏。不论政治体制、宗教信仰、文化或传统是否相同,全世界都在共同见证废除死刑这一运动。据联合国统计,约150个成员国已经废除死刑,或者虽未废除却不实际执行死刑。可供国家选择废除死刑的路径有很多,实现废除死刑的模式也不断发生变化,越来越多的国家采用一种更迅速的转变过程以实现全面废除死刑。本文回顾了13个国家废除死刑的过程,总结了这些国家废除死刑的经验和教训,为其他国家如何废除死刑提供指导。
The death penalty is cruel and inhuman, and it is necessary to abolish the death penalty in order to protect human dignity. The abolition of the death penalty has become a universal concern. More and more countries are aware that the death penalty imposed by the state is a violation of human dignity and basic human rights. Whether the political system, religious beliefs, cultures or traditions are the same, the world witnesses the abolition of the death penalty. According to the UN statistics, about 150 member states have either abolished the death penalty or, although not abolished, have not actually executed the death penalty. There are many ways for countries to choose to abolish the death penalty. The pattern of abolishing the death penalty has also been constantly changing. More and more countries adopt a more rapid transformation process to achieve the total abolition of the death penalty. This article reviews the abolition of death penalty in 13 countries, summarizes the experience and lessons learned from the abolition of death penalty in these countries and provides guidance for other countries on how to abolish the death penalty.
