美国战略与国际问题研究中心网站2015年7月2日刊登由安东尼·H·考兹曼撰写的《21世纪的冲突:从“军事革命”到“军民革命”》一文。该文称,对安全问题的重新界定,源于一系列因素,包括欧洲出现新的不确定性,亚洲地区紧张关系的上升,以及在北非、中东和中亚持续发生的军事—民事冲突。美国面临的威胁来自于失败国家、国内冲突、非国家行为体以及宗教极端分子,呈现出军事与民事相融合的特点,需要开展广泛的安全合作加以应对。因此,美国的思想和行为不能局限于聚焦常规战争
American Center for Strategic and International Studies Website July 2, 2015 An article entitled “Conflicts in the 21st Century: From the Military Revolution to the Revolutionary Civil-Revolution” written by Anthony H. Kozman. The article said that the redefinition of security stems from a number of factors, including new uncertainties in Europe, rising tensions in Asia, and ongoing military-civil conflicts in North Africa, the Middle East and Central Asia. The threats that the United States faces come from failed countries, domestic conflicts, non-state actors and religious extremists, showing the characteristics of military and civilian integration and need extensive security cooperation to deal with it. Therefore, the thinking and behavior of the United States can not be limited to focusing on conventional warfare
