我省１９８７年开始实施“普九”，历经十年，于１９９８年实现了全省普及九年义务教育。十年间，在各级党委、政府的领导下，在广大人民群众的积极支持下，在社会各界的大力帮助下，在教育线同志们的不懈努力下，终于取得了基础教育发展历史性的伟大成就，受到教育部领导同志的高度评价和赞誉。在２０世纪的年历翻过最后一页、新世纪刚刚开始之际，我们在这里刊载记述我省十年“普九”的长篇通讯《大业千秋》，以纪念辽宁四千万党政干部用血汗浇铸的具有划时代和里程碑意义的伟大工程，并把它献给为实现“普九”大业而作出各自贡献的可敬可爱的人们。
In 1987, the province began to implement “popular nine”. After ten years, in 1998, the province achieved universal nine-year compulsory education. During the past decade, under the leadership of party committees and governments at all levels and with the active support of the broad masses of the people and with the help of all sectors of society, under the unremitting efforts of comrades of the education line, we have finally achieved great historical development of basic education. Achievements have been highly praised and praised by leading comrades of the Ministry of Education. In the 20th century, when the calendar was over the last page and the new century had just begun, we published a long-form newsletter, “Greater and better,” that described our province’s ten years of “Puguang Nine” to commemorate the bloody use of 40 million Party and government cadres in Liaoning.
