A survey recently released by the Japanese Ministry of Education, Culture, Sports, Science and Technology shows that the number of non-primary and secondary school students in Japan has decreased for three consecutive years, but it is still serious. In 2004, the number of primary and secondary students who arrived less than 30 days in school for the whole year was 123,317, a decrease of 0.01% over the previous year, but still down by 1.14%. Officials of the Ministry of Education, Culture, Sports, Science and Technology pointed out that although the number of students who did not go to school has decreased, the percentage remains high
