[参考译文]无论从司法还是从外交的角度说,对自己采用一套法律而对别人采用另一套法律从来都不是好的准则。美国对待“基地”组织恐怖分子的态度显然不公,改信伊斯兰教并参与讨伐自己祖国的美国公民约翰·沃克将受到较好的待遇,而阿富汗及其他某些国家的公民如今被关押到古巴的美国军事基地。这是同恐怖分子——以及情报机关认为是恐怖分子的人——打仗的有效方法,但绝不是有效打击恐怖主义的办法。
From the point of view of justice or diplomacy, adopting one set of laws for oneself and adopting another set of laws against others has never been a good guideline. The U.S.’s attitude towards the “al-Qaeda” terrorists is clearly unfair. The American citizen John Walker who converted to Islam and participated in the crusade against his country will receive better treatment. Citizens of Afghanistan and some other countries are now detained until Cuba’s United States military base. This is an effective way to fight squads with terrorists — and those whom intelligence agencies believe are terrorists — but it is by no means an effective method to fight terrorism.
