1月6日,住房城乡建设部印发了《关于加快培育和发展住房租赁市场的指导意见》(建房[2015]4号)(以下简称《意见》)。《意见》指出,培育和发展住房租赁市场,有利于完善住房供应体系,解决不同需求居民住房问题;有利于拓宽公共租赁住房房源渠道,完善住房保障体系;有利于盘活存量房源,提高资源利用效率;有利于新型城镇化建设,促进人口有序流动;有利于加强和改进社会管理和服务,提高社会治理能力。《意见》明确提出,用3年时间,基本形成渠道多元、总量平衡、结构合理、服务规范、制度健全的住房租赁市场。
