目的了解合肥市乡镇卫生院、社区卫生服务中心实验室检测能力及质量管理现状,评估基层医疗机构承担妇幼卫生项目的能力,为制定基层医疗机构实验室能力建设方案提供参考依据。方法采取随机抽样方法选取43家乡镇卫生院和社区卫生服务中心,对其检验科进行现场调查和室间比对。结果实验室业务用房面积平均44.24 m2;仪器设备以国产为主,58.08%的设备使用时间超5年;人员配置偏少(平均2.72人/所),专业技术人员以初、中级职称和大专及以下学历为主,非检验专业人员占18.80%;实验室管理制度不健全,质量管理水平较低;室间比对结果合格率较低(血常规41.86%、临床生化39.53%、HBs Ag 86.05%、梅毒88.37%、HIV抗体90.70%)。结论加大对实验室设备、业务用房的投入,加快人才队伍建设,强化实验室质量管理,从而加强基层医疗机构实验室能力建设,全面提升基层医疗机构检验水平,以保证妇幼卫生项目的检验质量。
Objective To understand the laboratory testing ability and quality management status of the township hospitals and community health service centers in Hefei and evaluate the ability of grassroots medical institutions to undertake MCH projects so as to provide a reference for formulating laboratory capacity building programs in primary medical institutions. Methods Random sampling method was used to select 43 township hospitals and community health service centers to carry out on-site investigation and inter-room comparison of their laboratory departments. Results The lab area of laboratory was 44.24 m2 on average. The main equipments were domestic and 58.08% of the equipment was used for more than 5 years. The staffing was less (average: 2.72 persons / person), and the professional and technical personnel took primary and secondary professional titles and college And the following qualifications, non-test professionals accounted for 18.80%; laboratory management system is not perfect, the quality of management is low; room to pass the results of a low pass rate (blood routine 41.86%, clinical biochemistry 39.53%, HBs Ag 86.05 %, Syphilis 88.37%, HIV antibody 90.70%). Conclusion Increased investment in laboratory equipment and business buildings, speeding up the construction of qualified personnel and strengthening laboratory quality management so as to strengthen capacity building of laboratories in grass-roots medical institutions and comprehensively enhance the level of testing at primary health care institutions so as to ensure the inspection of MCH projects quality.
