吴禄贞是中国近代著名的资产阶级民主革命家和杰出的外事活动家。“延吉筹边”之际，他从当时日本帝国主义侵略中国的危急形势出发，进行了实地考察和研究。根据考察和研究的结果，向清政府提出了切实中肯的外交策略，同时，对日本帝国主义侵略中国的事实，进行了充分地揭露和严厉地批判，展现了其成熟的现代民族意识和高昂的爱国主义热忱。
