胜任力模型是人力资源管理中的一种有效的方法和工具,可以把所有的部门功能和拥有的人力资源结合到一起,提升员工素质,使企业乃至公共部门可以更加有效的运行。胜任力模型已在一些较发达地区公共部门得到良好应用,但在少数民族地区的应用仍为空白,随着少数民族地区经济和社会的迅速发展,政府人力资源管理对胜任力模型的需求应运而生。讨论了胜任力模型的意义、运用到少数民族地区公共部门的价值所在,以及如何将胜任力模型应用到民族地区政府人力资源管理。
Competency model is an effective method and tool in human resource management. It can combine all departmental functions and human resources owned to enhance the quality of staff and enable enterprises and the public sector to run more effectively. The competency model has been well applied in the public sector in some more developed regions, but its application in ethnic minority areas is still blank.
