作者根据近年来对本局实行铁路经济承包责任制的实践体会,指出承包后生产发展快,安全生产好,对国家贡献大,因而肯定了大包干方向是正确的。但也存在承包指标不科学,承包的运价未完全兑现,上交过多,建路困难,下包上不保,以及对改革措施不配套等问题,为此,作者建议,大包干应围绕“配套、完善、深化、发展”八字进一步拓展,采取改善外部环境,对原承包方案采取“包中有调”,理顺铁路运价,实行政企分开,决策科学化、民主化,改变对铁路执行的高税收、低折旧政策等等,以使铁路承包健康发展。
