人事档案作为记录个人经历等内容的文字材料,发挥着依据和参考的作用。由于档案具有保密性,档案中对员工的鉴定,都是单位的特定人员单方作出的,而且鉴定内容又多半不与被鉴定人见面,因此,必须加强进档材料的监管机制,应该在一定范围内增加档案的透明度,使人事档案有利于个人的就业与发展,更好地为新时期的组织人事工作服务。
