公共文化服务绩效评估,是指运用科学合理的评估方法,对公共文化服务机构、内容、过程、效果等进行单一方面或综合方面的评估,以反映一个地区的公共文化服务的基本状况。它是社会公共文化服务体系建设的重要组成部分。本文通过对宁波公共文化服务绩效评估现状的分析,指出目前宁波在实施公共服务绩效评估面临的局限和难点,并结合国内先进城市的成功经验提出促进宁波做好公共文化服务绩效评估工作的对策建议:在评估类型上,要同步推进综合性和分类化评估,不断完善绩效评估指标体系;在评估主体上,要以多元化为导向,不断形成开放型评估体系;在评估结果上,要完善绩效评估结果反馈和运用机制,充分发挥绩效评估的导向、激励和约束作用;在评估保障上,要具备全局眼光和战略思维,加强绩效评估的长效化建设。
The evaluation of performance of public cultural services refers to the assessment of public cultural service agencies, contents, processes, effects and so forth in a single or comprehensive way using scientific and reasonable assessment methods to reflect the basic status of public cultural services in a region. It is an important part of the construction of social public cultural service system. Based on the analysis of the current situation of performance evaluation of public cultural services in Ningbo, this paper points out the limitations and difficulties that Ningbo currently faces in assessing the performance of public services. Combining with the successful experiences of advanced cities in China, this paper proposes countermeasures and suggestions for promoting the performance evaluation of public cultural services in Ningbo : In the type of assessment, to promote the comprehensive and classification of assessment, and constantly improve the performance evaluation index system; in the assessment of the main, should be diversified, and constantly open up an open evaluation system; evaluation results, to improve performance Feedback and application of evaluation results, give full play to the guidance of the performance evaluation, incentive and restraint role in the assessment of security, we must have a global perspective and strategic thinking, to strengthen the performance evaluation of the long-term construction.
