职业操守是职业内在性的外在表现。职业的社会性要求我们从社会对职业的价值诉求出发来规范职业操守。公务员职业有其特殊性,即职业对象的特殊性、职业职责的特殊性和职业行为准则的特殊性。公务员职业操守建设历史告诉我们:公务员职业操守直接关系到公务员职业行为的社会可接受性,进而影响到行政效率的提升和为人民服务宗旨的实现。当前,我国公务员职业操守建设面临的主要挑战是:背离公务员职业精神、职业规范,违背行政程序的行为时有发生,“工作倦怠”问题普遍存在,不遵守党的政治规矩、政治纪律现象屡禁不止。为此,完善公务员职业操守的主要途径应为:重塑公务员职业精神,完善公务员管理责任制,加强公务员队伍的纪律与作风建设,强化领导队伍建设,培育公务员积极情感,提升公务员管理的人本化程度等。
Professional ethics is the external manifestation of professionalism. The social nature of occupations requires us to regulate professional ethics from the social values of occupations. Civil service occupations have their own particularities, that is, the particularity of professional objects, the particularity of professional responsibility and the particularity of professional conduct code. At present, the major challenges we face in the construction of civil servants’ professional conduct in our country are as follows: deviations from the professionalism of the civil servants, professional norms and violations of administrative procedures have always taken place. The problem of “job burnout” is ubiquitous, and the non-compliance with the political rules and political discipline of the party Repeatedly prohibit. Therefore, the main ways to improve civil servants’ professional conduct should be to reshape the civil servant’s professionalism, improve the civil servant management responsibility system, strengthen the discipline and style construction of the civil servant team, strengthen the building of the leading team, cultivate the positive emotion of the civil servants and enhance the civil servant management Degree and so on.
