学前教育的瓶颈问题,尤其是各级政府的投入、管理责任、不同部门的管理责任等,必须通过法律作出明确的规定,真正实行问责和接受法规约束。发展学前教育,发达国家有一条共性经验,即通过立法重视和发展学前教育。与一般性的教育政策不同,由于法律自身所特有的强制性和相对稳定性,立法能为学前教育优质平稳的发展提供制度化且具有法律效力的保障。
The bottleneck in pre-school education, especially at all levels of government investment, management responsibilities, management responsibilities of different departments, must be clearly defined by law, the real implementation of accountability and acceptance of laws and regulations. The development of pre-school education, developed countries have a common experience that legislation through the importance and development of pre-school education. Different from the general education policy, because of the peculiar coerciveness and relative stability of the law itself, the legislation can provide institutionalized and legally effective guarantee for the good and stable development of preschool education.
