铁路全产业链走出去是“一带一路”战略落地的重要载体。在海外干线铁路工程项目的实施过程中,大量的设备需要从项目所在国以外的市场采购,且缺乏售后维修力量,这就必然会面临国际采购和管理的问题。如何优质高效地完成采购,降低采购与运行维护成本,实现整体利益最大化,以及如何建立适合海外特大型工程项目的设备采购与管理模式,确保项目的正常实施,值得深思和探讨。
The entire industrial chain of railway going out is an important carrier of the “Belt and Road” strategy. In the process of implementing the overseas trunk railway project, a large amount of equipment needs to be procured from markets outside the project country, and the lack of after-sales maintenance forces will inevitably face the problem of international procurement and management. How to accomplish the procurement efficiently, reduce the purchasing and operation and maintenance cost, realize the overall benefit maximization, and how to establish the equipment purchasing and management mode suitable for the overseas large-scale project to ensure the normal implementation of the project is worth pondering and discussing.
