人口问题一直是人类社会与经济发展的主题,同时人口与犯罪问题既是一个古老的话题又是一个伴随着人类社会发展而不断演化的社会现象。改革开放以来,我国人口的流动经历从单一的政策到追求物质发展的多元化转变。据许多大中城市的调查,流动人口治安案件占总治安案件的比重有逐年上升的趋势。这个问题已经成为社会和政府关注的热点问题,为了更好地维护我们已有的改革成果,需要对流动人口犯罪问题进行更全面和更深入的认识。本文从犯罪的特点出发,从社会、家庭、个人等各个角度进行全面分析,寻求流动人口犯罪的成因,进而给出相应建议。~① The issue of population has always been the theme of human society and economic development. At the same time, the issue of population and crime is both an ancient topic and a social phenomenon that evolves along with the development of human society. Since the reform and opening up, the flow of our population has gone from a single policy to the pursuit of a diversified transformation of material development. According to the survey of many large and medium-sized cities, the proportion of law and order cases of floating population in the total number of law and order cases has been increasing year by year. This issue has become a hot issue for the society and the government. In order to better maintain the results of the reforms we have already made, we need to have a more comprehensive and deeper understanding of the crime of floating population.
