本文基于Hummls的“垂直分工指数”建立环境外包污染指数(PEOI),运用投入产出法和微观贸易数据定量测定了外包对中国制造业造成的污染排放数量,并进一步通过面板数据回归模型检验了环境外包与中国制造业贸易竞争力的关系。结果显示:首先,外包对中国制造业各行业造成的污染排放逐年下降,且外包对高技术含量的加工制造业造成的污染排放较低,而对能源、矿产和化工原材料的加工制造业造成的污染排放较多。其次,环境外包污染指数与中国制造业贸易竞争指数存在显著的负相关关系,表明承接国际外包业务有利于中国制造业的清洁增长。最后,提高资本和科技投入是促进中国制造业贸易竞争力提升的有效途径。
In this paper, based on the Hummls “vertical division index ” to establish environmental pollution index (PEOI), using input-output method and micro-trade data to quantitatively determine the outsourcing of China’s manufacturing caused by pollution emissions, and further through panel data regression model Test the relationship between environmental outsourcing and the competitiveness of China’s manufacturing industry. The results show that: First of all, the outsourcing of pollution caused by various industries in China’s manufacturing industry declined year by year, and the outsourcing of low-tech processing and manufacturing caused less pollution emissions, while energy, minerals and chemical raw materials processing and manufacturing caused Pollution emissions more. Second, there is a significant negative correlation between the index of environmental pollution and the index of competition in manufacturing trade of China, which shows that undertaking international outsourcing business is conducive to the clean growth of China’s manufacturing industry. Finally, increasing capital and investment in science and technology is an effective way to promote the competitiveness of China’s manufacturing trade.
