在过去的20年,中国电信业的整体发展非常引人注目,2004年中国在移动电话和固定电话的使用人数方面全世界排名第一,在互联网使用人数方面排名第二。然而最近的发展使得中国庞大的人口在“用户”和“非用户”之间出现通讯和数字鸿沟。居民使用情况在不同经济发展水平和不同地区之间存在差异。这篇论文评论了通讯鸿沟的增长,鸿沟产生的原因,以及政治、经济和技术力量如何决定中国通讯设施的扩展。
In the past 20 years, the overall development of China’s telecom industry has drawn great attention. In 2004, China ranked first in the world in the number of mobile phones and landline phones and second in terms of the number of Internet users. Recent developments, however, have given China’s large population a communications and digital divide between “users” and “non-users.” Residents’ use varies at different levels of economic development and in different regions. This paper reviews the growth of the communications gulf, the causes of the gulf, and how the political, economic and technological forces determine the expansion of China’s communications infrastructure.
