全球化、后工业化已经是我们必须正视的现实运动,它促进了人类社会发生根本性的改变,也对近代以来建立起来的这一社会治理模式提出了严峻的挑战。全球化造成了国家与民族的分离,使社会治理赖以展开的民族国家框架失去了其应有的功能。在此过程中,近代民主政治所确立起来的公民身份也受到社会治理现实过程的冲击,社会治理的各个方面都不再严格地区分公民与公众。这是因为全球化使人们更为密切地联系在了一起,使人的共生共在成为一个最具有根本性的主题。在人的共生共在面前,对人们做出身份区分已经没有必要,而且也不再可能。这样一来,社会治理唯一可以选择的建构方向,就是走向合作治理。 Globalization and post-industrialization are already the real movements we must face. They have promoted fundamental changes in human society and posed severe challenges to this model of social governance that has been established in the modern era. Globalization has caused the separation of nations and nations, and the national-state framework that underlies social governance has lost its due function. In this process, the citizenship established by modern democratic politics is also impacted by the reality of social governance. All aspects of social governance no longer strictly distinguish citizens from the public. This is because globalization has brought people closer together and made human symbiosis the most fundamental theme. In the presence of human symbiosis, it is no longer necessary to distinguish between people, nor is it possible. As a result, the only choice of social governance construction direction, is to move toward cooperative governance.
