据1998年3月19～21日，巴黎国际水资源部长级会议公布的数字，目前全球国际河流（湖泊）共有215条（个），涉及200多个国家和地区，其合理开发利用和管理，制约着全球未来的可持续发展.我国国际河流的数量和出境水量，均居世界前列，影响着全国超过2.2×104km的内陆边境和近1／3国土面积的可持续发展。云南省是我国国际河流最集中的地区，全省六大水系中，五大水系为国际河流。国际河流的可持续发展，在国际上当前和下世纪都是研究开发和区域合作的热点，对中国和云南省，它不仅是一个重大的学科前沿问题，而且是一个十分迫切的重大现实问题。
