At a communications conference held in Montreal, Canada, in September 1985, ICAO made a resolution transitioning from the Instrument Landing System (IL6) to the Microwave Landing System (MLS) program. At the beginning of the meeting, representatives from various member states quickly formed two different opinions when discussing the situation. The two “camps” were stalemate due to their disagreements and they could not reach an agreement. Because some countries strongly support the date of protection of ILS proposed by ICAO (that is, to January 1, 1995), while other countries strongly support the suggestion by Venezuela to postpone the transition plan by three years, that is, to extend the ILS protection date.
