在全球气候变化和快速城镇化的背景下,北方山地城镇的安全形势受到严峻挑战。弹性城市的概念为城镇防灾研究提供了更具适应性和可行性的思路。首先,在梳理国内外对弹性城市研究进展的基础上,结合地域特点对北方山地城镇灾害形成要素——致灾因子、暴露性和脆弱性分别进行分析;其次,基于上述分析构建了结合地域性防灾规划的弹性城市测度指标体系,以分析城镇的弹性现状;最后,在该指标体系框架的引导下,从弹性思维的视角出发,根据灾害的区域分异规律,提出了分别针对北方山地城镇低、中、高度风险度分区的灾害防控手段以及非工程的防灾策略。
In the context of global climate change and rapid urbanization, the security situation in mountainous cities and towns in the north has been severely challenged. The concept of flexible city provides a more adaptive and feasible idea for urban disaster prevention research. First of all, based on the research progress of flexible cities at home and abroad, combining with the regional characteristics, we analyze the disaster-causing factors, exposure factors and vulnerability of the mountainous cities in northern China respectively. Secondly, based on the above analysis, Disaster resilience planning in order to analyze the status quo of urban resilience. Finally, under the guidance of the indicator system framework, from the perspective of flexible thinking, according to the regional differentiation law of disasters, Disaster prevention and control measures for low, medium and high risk zones as well as non-engineering disaster prevention strategies.
