湟中县是青海省东部农业区的一个人口大县。教育的现状是:学校布点多,规模大小不一。在400多所学校中,有7所完全中学,46所初级中学,18所九年一贯制学校,360所完小、初小和教学点。6名教师、100名学生以上的学校不足120所。这样的学校规模,无疑限制了全县开展扎实有效的教学研究活动,不利于教师的专业成长,同时也使教育教学质量长期在低水平上徘徊。2001年,教育部确定湟中县为国家第一批课改实验县。为了调动各级学校领导和骨干教师的积极性,县教育局领导在调查研究的基础上,形成了“整合各种优质教育资源,形成教学研究合力”的思路,逐步建成了县、乡和校级的教研网络。实践证明,教学研究网络的建设,对提高西部地区中小学的教育教学研究水平有积极的作用。

Practice has proved that the construction of teaching and research network has a positive effect on improving the education and teaching research of primary and secondary schools in the western region.
