人力资源开发是一个十分复杂而又周期较长的系统工程。人才是事业发展的生命线,是经济增长的动力源,是推动社会进步、促进社会协调发展的第一资源。人力资源开发战略应该有助于发展与竞争优势的长期保持,既要具有前瞻性、可操作性,又要具有统一性、灵活性。近年来我国事业单位在推进人事管理方面进行了一些有益的改革,取得了一些成效,但仍存在诸多问题,制约着我国事业单位人事管理工作的可持续的发展。
