当前,人事代理制度和编外聘用制用工日渐盛行,新制度的实施,建立起社会化的人事管理体制,激活了用人机制,缓解了用人单位人员编制与用工需求的矛盾。同时,新制度也带来了人事档案管理混乱、多头建档、档案移交不及时、弃档等一系列人事档案管理问题。文章通过深入分析,结合笔者多年的人事档案管理经验,提出了解决问题的若干方法。
At present, personnel agency system and non-staff employment system are increasingly prevalent, the implementation of the new system, establish a socialized personnel management system, activate the employment mechanism to ease the contradiction between the employer staffing and employment needs. At the same time, the new system also brought about a series of personnel file management problems such as chaotic personnel files management, long file establishment, short-term file transfer, abandoned files and so on. Through in-depth analysis of the article, combined with the author’s many years of personnel file management experience, put forward a number of ways to solve the problem.
