黎兆棠一生曾先后两次赴台任职,被朝廷委以台湾兵备道兼按察使衔兼学政的重任。作为当时台湾地区的最高行政长官,黎兆棠赴任后着手发展当地经济及教育事业,整顿吏治、惩治劣绅,并且加强了台湾的海防力量,抵御了日本的入侵。因此,黎兆棠是一位具有爱国思想,做事干练、努力学习西方先进文化的晚清官员,其主政台湾期间加速了台湾各项事业的发展,是台湾走向近代的参与者和见证者。 Li Zhaotang once twice went to Taiwan to serve in his life. He was appointed by the court to take the important task of procuratorial positions and academic affairs in Taiwan. As the top chief executive then in Taiwan, Li Zhaotang embarked on the development of local economy and education, rectified official administration and punished the inferior gentry, and strengthened Taiwan’s coastal defense against Japan’s invasion. Therefore, Li Zhaotang is an official of the late Qing Dynasty who has patriotic ideology, capable of working hard and studying the advanced Western culture. During his administration of Taiwan, he accelerated the development of various undertakings in Taiwan and was a participant and witness of Taiwan’s modernization.
