自2011年3月23日,国务院出台了《关于分类推进事业单位改革的指导意见》,对新时期的事业单位进行了改革的总体设计和部署。推进我国事业单位改革进入攻坚阶段,其中,关于公益类事业单位改革方面,意见明确把公益类事业单位按照职责任务、服务对象和资源配置等情况的不同,划分为公益一类和公益二类两种类型。由此引发了新一轮的事业单位改革,本文就以人员绩效考核为主体,对公益二类事业单位的人事改革情况做出浅略研究。
