目前还没有一套能够客观评价河流价值(如灌溉、发电、漂流、垂钓等)相对重要性的系统。建立这样一个系统,不仅有助于完善水资源和河流利用、开发与保护的相关政策与法规,而且也有助于在同一种资源面临多种需求时作出正确的选择。介绍了基于多标准分析(MCA)法的河流价值评价系统(RiVAS),及其在评价新西兰南岛塔斯曼地区河流鲑鱼垂钓与游泳价值方面的应用。
At present there is no set of systems that can objectively evaluate the relative importance of river value (such as irrigation, power generation, drifting, fishing, etc.). Establishing such a system will not only help to improve the relevant policies and regulations on water resources and river utilization, development and protection, but will also help to make the right choices when the same resource is faced with multiple needs. The River Value Evaluation System (RiVAS) based on Multi-Criterion Analysis (MCA) method is introduced and its application in the evaluation of salmon fishing and swimming in the river Thames in the South Island of New Zealand.
