沈阳市自1999年开始实行政府采购制度,经过十几年的探索与完善,沈阳市的政府采购监管制度取得了一定的成绩,但由于政府采购制度在我国起步较晚,在全国政府采购监管制度尚不健全的情况下,沈阳市政府采购监督管理工作的建设也暴露出了一些问题,成为阻碍沈阳市政府采购发展的因素。文章针对这种情况,通过理论与实际相结合的分析方式,对沈阳市政府采购监督管理的发展与实施现状进行研究,系统地分析了监督管理方面存在的问题,在此基础上有针对性地提出完善沈阳市政府采购监督管理的建议,以促进沈阳市的社会经济和谐发展。
