一、情况简介孟家段水库上库,该工程于1982年才开始施工修筑,1983年竣工使用.陡坡工程交付使用2年后,由于泄水干渠渠底高于设计高程,而且狭窄,造成放水涡流回冲陡坡挡土墙,加之地下水位较高,渗流强,产生沸砂及流土,并有明水冲刷,致使原来砌筑的混凝土板(0.5×0.5×0.1米)全部塌陷打翻.1985年10月上级部门决定,进行工程翻修,并将海漫斜坡护砌加固1米.
