目的为了解上海市现有的职业卫生技术服务机构在闵行区提供服务的情况,旨在提高对服务机构的监管力度和监管水平。方法收集和整理2008—2011年各有资质的检测机构开展的生产场地在闵行区的职业病危害因素检测结果,利用Excel建立数据库,用SPSS软件作相关统计分析。结果上海市具有资质的营利性职业卫生技术服务机构在闵行区均提供职业病危害因素检测与评价服务,而非营利性服务机构仅25%的单位提供了检测服务;营利性服务机构提供的检测服务数量比较平稳,维持在32%以上,反之,非营利性服务机构提供的检测服务数量呈下降趋势,两者年均数量比为1.82∶1;营利性服务机构的漏检率为21.36%,高于非营利性服务机构;尽管在总合格率上两者无显著性差异,但不同类别职业病危害因素的检测率和合格率两类机构均存在显著性差异,营利性服务机构年均检测率为78.64%,非营利性服务机构则为100%。结论在提高非营利性职业卫生技术服务机构开展服务积极性的同时,监管者应加强对服务机构开展服务的监管,完善质量控制手段,提高检测数据的可信程度,增强不同机构间检测数据的可比性,保障委托单位的利益。
Objectives To understand the current situation of Shanghai’s service providers of occupational health technology in providing services in Minhang District, the purpose is to improve the supervision and regulation of service agencies. Methods The test results of occupational hazards in production sites in Minhang District from 2008 to 2011 were collected and sorted out, and the database was established by Excel. The SPSS software was used for statistical analysis. Results Qualified for-profit occupational health service agencies in Shanghai provided testing and evaluation services for occupational hazards in Minhang District, while only 25% of non-profit service agencies provided testing services. Testing services provided by for-profit service providers The number of testing services provided by non-profit service agencies has been on a declining trend, with the annual average ratio of 1.82: 1; the underemployment rate of for-profit service institutions is 21.36%, and the number of testing services provided by non-profit service institutions is declining. For non-profit service agencies, although there was no significant difference in the total qualification rate, there were significant differences in the detection rate and the passing rate of occupational hazards among different types of institutions. The average annual detection rate of for-profit service institutions was 78.64%, non-profit service agencies as 100%. Conclusions While improving the enthusiasm of service providers for nonprofit occupational health services, regulators should strengthen the supervision of service providers in service delivery, improve quality control measures, enhance the credibility of test data and enhance the comparability of test data among different agencies Sexual, protect the interests of the commissioned unit.
