面对日益增长的公路里程和人民群众对公路行业的企盼和要求与日俱增,这就需要造就一支懂得管理,技术过硬,力量雄厚的公路管养队伍。而养路工年龄结构老化、技术工人短缺,工作效率低以及现有人力资源管理政策、措施与时代发展的需求严重脱节等问题困扰着泉州普通公路的发展步伐,必须采取及时有效的措施进行规范。
