一个成熟的执政党其成熟的标志之一就是有着科学的执政理念。判断一种执政理念的科学性应符合以下几个标准:其一,必须符合执政的一般规律;其二,必须代表社会大多数人的利益和意愿,体现为他们的根本利益服务;其三,必须符合本国的国情和特点;其四,经得起社会实践的检验。中国共产党执政理念的科学内涵有三个层次,第一层次,是中国共产党执政的核心理念。如立党为公,执正为民,全心全意为人民服务,以为人本等。第二个层次,党的基本理念,如党执政的目标和原则在不同的时期、不同的环境、不同的阶段具有不同的表现形式。第三个层次,党的应用理念,如党的政治理念、经济理念、文化理念等,是党的核心理念和基本理念在各个方面的具体展开。中国共产党在长期的执政实践中形成的执政理念,随着实践的发展而不断发展,体现了执政的规律和时代要求,从而始终保持中国共产党执政理念的先进性和科学性。
