利用外资来建设新中国一度是中国党和政府的既定政策。只是自20世纪60年代起,受苏联逼债和严峻的国际形势影响,以毛泽东为首的党中央逐步放弃了利用外资的设想,利用外资遂成为社会主义的禁区。“文化大革命”结束以后,中国党和政府逐渐恢复了从资本主义国家引进技术和设备的政策,并最终在1978年重新确立起利用外资政策,打破了对外引进的禁区。
The use of foreign capital to build a new China was once an established policy of the Chinese party and government. Only from the 1960s, under the influence of the Soviet Union forcing the debt and the harsh international situation, the party Central Committee headed by Mao Zedong gradually abandoned the idea of using foreign capital and the use of foreign investment became a forbidden zone for socialism. After the “Cultural Revolution,” the Chinese party and government gradually restored their policy of introducing technology and equipment from capitalist countries. In 1978, they finally re-established the policy of using foreign capital and broke the forbidden zone introduced by foreign countries.
