新兴的发展中国家是这样一种社会,它们不仅拥有各种各样的自然资源,而且具有迥然不同的文化传统。因此在讨论它们的发展时,经常会遇到优先考虑发展什么项目的问题。一个国家在某个时期为解决某个特定问题所采取的具体政策,是很难完全适合本国的其它情况的,并且往往是难以被接受的。究竟我们要在多大程度上,放弃一些目前的迫切需要来满足长远的目标和需要?究竟能从目前的需要中,抽出多少钱来确保下一代能有一个更美好的未来?虽然现在还不能找到一个简明而又普遍的解决办法,但是,各个国家的经验,依然具有重大的价值。因为这些经验将给人们提供丰富的素材,其中包括,他们所走过的不同道路,他们所遇到的各种困难,以及他们解决问题的各种方法,等等。
Emerging developing countries are societies that not only have all kinds of natural resources, but also have very different cultural traditions. Therefore, in discussing their development, we often encounter the problem of giving priority to the development of any project. The specific policy adopted by a country to solve a particular problem at a certain period of time can hardly be completely adapted to other situations in its own country and is often unacceptable.
