军队工作要以改革总揽全局。作为军队骨干的各级军官,应具备锐意改革的素质。要有强烈的改革意识。没有改革意识和追求,就不可能有改革的热情和动力。在基层干部中,一些同志的改革意识还不够强、有的片面强调军队情况特殊,在那里消极等待;有的对改革漠不关心,把本单位的工作搞得冷冷清清。这种精神状态显然不适应改革形势的发展。我们必须认清,我军现行机制、管理方式、工作作风、思想观念、武器装备等方面还很不适应现代化建设的要求,与世界发达国家相比还存在很大差距。这种状态不改变,就难以肩负起我军神圣使命,
The work of the military should take overall reform as a whole. Military officers at all levels who are the backbone of the armed forces should possess the qualities of being determined to reform. Have a strong sense of reform. Without reform awareness and pursuit, there can be no enthusiasm and drive for reform. Among the cadres at the grassroots level, some comrades have not yet reached a strong awareness of reform. Some of them unilaterally emphasize the special situation of the armed forces and wait there negatively. Some are indifferent to reform and make the work of this unit totally deserted. This state of mind obviously does not adapt to the development of the reform situation. We must recognize that our military’s current mechanism, management style, work style, ideology, and weaponry and equipment still fall short of the requirements of modernization and there is still a long way to go when compared with the developed countries in the world. This state does not change, it is difficult to shoulder the sacred mission of our military,
