地方行政立法的质量状况,直接影响着国家法律的实施和地方性事务的管理成效。通过对2000～2010年的河南省政府规章及其制定活动的综合评价,认为地方行政立法程序、手段和技术比较完善,规章质量状况良好,但存在计划约束力不强,公众参与度不高,立法技术相对落后等问题,地方行政立法质量有进一步提升空间。
The quality of the local administrative legislation directly affects the implementation of state laws and the management of local affairs. Through the comprehensive evaluation of the rules and regulations of Henan government from 2000 to 2010 and the comprehensive evaluation of their formulation activities, the author thinks that the local administrative legislation procedures, methods and techniques are relatively sound and the quality of regulations is in good condition. However, due to the lack of binding plan and low public participation, Legislation and technology is relatively backward and other issues, the quality of local administrative legislation to further enhance the space.
