为保护和增进人民群众的身心健康,更好地为社会主义现代化建设服务,实现我国政府对国际社会的庄严承诺,经过各级政府的艰苦努力和广大初级卫生保健工作者的辛勤工作,《中国农村“2000年人人享有卫生保健”规划目标》(以下简称《规划目标》)普及阶段工作取得了显著的成绩。经国家五部委联合组织的复核评审,到1995年底,全国共有64.14％的农业县(市、区、旗)达到或基本达到了《规划目标》的最低限标准,圆满地完成了普及阶段的任务。为了总结初级卫生保健普及阶段的经验,推动全面落实规划目标阶段的工作进程,我部决定授予怀柔县等84个县(市、区、旗)普及阶段初级卫生保健先进单位、蔡谦等192位同志普及阶段初级卫生保健先进个人光荣称号并予以表彰(名单见附件)。
