运用和谐社会建设理论观察中国海洋事业,可以多维度地观察到现实中的失谐现象,其根源来自海洋复杂系统自身的脆弱性,更来自社会转型中管理滞后造成的摩擦。新时期海洋工作的基本目标,是追求以社会心理和谐为核心、经济关系和谐为基础、社会群体和谐以及人与自然和谐为突出表现的规范状态。和谐绩效是管理类型的函数。政府海洋管理必须应答和谐社会建设的诉求,实现行政型→治理型、管制型→服务型、权力型→责任型、人治型→法治型、全能型→有限型、经验型→学习型的转变,并建立利益激励、制度约束和公众监督机制予以推进。
Using the theory of building a harmonious society to observe China’s maritime undertakings, we can observe the reality of detuning in many dimensions.
