中国美术馆业相较于西方而言,发展时间较短,在中国的二十世纪二三十年代,美术馆还只是被定位于普通的博物馆,中国近代意义的美术馆诞生于辛亥革命后,最早的有代表性的公立美术馆是由严智开于民国十八年(1929年)筹建,民国十九年(1930年)正式开馆的天津市立美术馆。当时天津市立美术馆虽为严智开筹建创办,但美术馆能在当时先天不足(开办费一万),后天奶子不够(经常费一千)的境况下得以快速发展及基业的奠基,刘子久是功不可没的。从美术馆建设和博物馆学角度来说,把刘子久时期的天津市立美术馆的面貌呈现出来,其价值意义多重而深远。
